Architect in private practice and researcher with a multidisciplinary background of policy research, knowledge transfer and applied innovative strategies and technologies for the built environment. He is a resident academic Senior Lecturer II and programme leader of Master of Science in High Performance Buildings at University College Malta.

A former member of Parliament of Malta and member of the Parliamentary Assembly of the Council of Europe (CoE), during which he was elected chair of Committee on Sustainable Development, and chair of the Committee on Culture, Diversity and Heritage (CoE).

He was appointed by the CoE to contribute strategy reports for the Organisation for Economic Co-operation and Development (OECD) in the fields of education and science. Was invited as keynote speaker to address international organisations including World Water Forum, Europa Nostra Forum, Culture Watch Europe and the Best in Heritage awards, and was appointed member of the jury of the European Museum of the Year Awards.

Obtained doctoral degree from University of Bolton, Manchester (U.K) on Built Environment Specialisms focusing on policy development strategies and management in shaping built environment. Research interests focus on policy development, relationships of governance, tourism, heritage and communities within the built environment.

He pursued research with Green Building Research Institute (U.S) and the International WELL Building Institute (U.S.) and is the only Maltese holding professional accreditation in Leadership in Energy and Environmental Design (LEED).

Academic endeavours also include participation in Teaching Intensive Research Informed (TIRI) conference at UoB, invited lectures, student exchange programmes, workshops, themed papers for international peer reviewed conference journals, and mentoring at Master degree level at Jonhs Hopkins University (U.S).

He is a member of the Global Board /European Chapter for the International Academy for Design and Health (Australia) and holds membership of the Travel and Tourism Research Association (U.S.).

Throughout seventeen years of professional practise, his architectural firm provided management of projects and was awarded highly competitive design and build contracts for major clients of international repute including Siemens and Smart City (Dubai-Malta); He held directorship on governing board of Environment and Planning Authorities.
